Limits need to be set different for different chips. Sometimes 20 is the correct number. Experience can tell you what chip will be popular.
Dealers that service a list at a couple bucks over face and have no intention of gouging need to get what they need to service that list. We all know these reputable dealers. Most of us also know the gougers.
If someone asks for 15 when the limit is 10 at the Fiesta, the cage calls me and I usually OK it. Limits are not set to keep someone from getting two extra chips. BUT, you can not leave it in the cage cashiers hands.
It is to the casino's advantage to get the chips into as many different collectors hands as possible. A dealer speculating and failing will bring them back. A collector with 1 or 2 is likely to keep them.
It takes work to do it right, in my opinion.
