I guess if I owned the Hard Rock I would issue a lot of $5 chips. These chips will be to get new people to collect Hard Rock chips and to keep the current $5 chip collectors happy. Then I would somewhat limit the $25's and $100's to keep that Beanie Baby/Lottery scarcity mentality. Then as new growth came, I would try to somewhat grow the amount of chips issued as demand waranted. I think I would also have a couple issues $5 that would meet demand for 2-3 months so that people visiting the casino at about anytime could get a brand new limited edition chip.

Who knows what is the best model... On one hand a casino wants to sell as many chips as they can a premium price, but they must also temper that with limiting greed to certain extent to keep collectors happy.
