Charles, I have seen this "gunk" on many chips, but I never pondered the question of what it might be. I'm not sure I EVER want to know. I remove the stuff with a paper towel that has been moistened with a diluted mixture of Ivory soap & water. I dry the chip immediately with another paper towel. It works all the time.
