I don't think that anyone would be able to do this: "A smart saleperson from a slabbing company would sign contracts with the casinos to slab their Limited Editions as they're issued." With Gaming Regulations on chips plus the fact that some states require a person buy the chips at the tables, I think that it would be very difficult to buy them this way. Chips or Cheques are made for use on the tables, and if done the other way they would be more like gift shop items.
Although some people have managed to buy a majority of a certain chip at release time, trying to create a false inflated value, this is the exception. When this has happened, many people were aware of it, and let the rest of the chip collecting community know. Although the truth in some of these situations is still sketchy at best.
Another thing about the LE chips is that they are not as expensive and are almost always in uncirculated condition. So to slab them would be moronic at best. Heck to slab anything is moronic as far as I am concerned.
