The answer to your question is yes. The BOD has the authority IAW the following paragraphs of the constitution.

Section 2
The Board of Directors shall have the power to make such prudential Bylaws and regulations as they deem proper for the management and control of the business and affairs of the organization not inconsistent with the laws of the State of New Jersey, and the Constitution of the United States.

Section 3
The Board of Directors is authorized to create regulations necessary for the organization to conduct its educational and other functions, to conduct annual conventions with exhibits of a competitive and non-competitive nature, and any other appropriate purposes.
