If eBay's feedback system truly worked, the seller would leave feedback once the buyer consumated their side of the transaction... once payment has been received by the seller.
The buyer would leave feedback once the item was received. If the item received was not as described... that would go against a seller... not the buyer.
It's only because eBay's feedback system DOES not work that seller's wait until the buyer leaves feedback. If the buyer has a genuine concern, the seller is now in charge and can blackmail the buyer into keeping the item... if not I'll leave negative feedback if you leave negative feedback for me.
If the seller is truly forthright and describes an item properly, they should feel comfortable leaving feedback once payment has been received.
Perception is Reality. Misuse of eBay's feedback system is so rampant, that everyone now knows the tricks-of-the-trade. Hence, eBay's feedback system is WORTHLESS!
