I've only been doing E-bay for about 3 years now, so I wouldn't say I'm a rookie, but not an old pro either.
I never leave feedback until I get confirmation that the buyer has received the item and everything is okay. Too many things can happen before busines is concluded. I believe the feedback should cover the whole transaction, not just whether the buyer paid or not. It's definitely not because I have an "intent to harass".
Actually, I've always thought the buyer should leave feedback first. That signals acceptance of the item and completion of the deal. But this is probably one of those religious issues like "tastes great, less filling"...

P.S. Related to the thread...
I like to leave useful comments in my feedback such as "would do business with again". I like seeing similar items in feedback on others. Also, if someone with a handful of negatives has something I am interested in, I'll read the negatives and the responses to see how "professional" each party is. The nature of the comments really do make a difference in my determining if I'll bid or not.
