Until late last year only two people ever owned the Nevada Mold
Bud Jones designed the Nevada mold in 1965. The actual mold resided at the Burt Co. Bud designed the 8 suit mold in about 1980 and started producing his own blanks. NV mold was mostly regulated to re-orders only.
In 1989 or 1990 Bud sold the NV mold to Bill Borland. Bill had blanks made at Atlantic Standard.
The Bud Jones Co confirmed to me that they did not distribute the $1 Flamingo Capri chip shown in your link.
That leaves only one possibility, Borland after 1990.
As far as value goes, these chips are getting scarce. I got many of the ones I have for researching the chips. Some I paid $5 to $10 for. I would not want to put a set together today.
I believe the A designation in TCR is good. It at leasts draws a collectors attention to what the chip is. He can then deside what he is willing to pay.
