From what I understand the "noiseless" chips were made so that you couldn't hear the chips being played in the illegal clubs. Clay chips make a very distintive sound when tossed into a pot. If a cop was sittin at the bar and heard the noise from the game in back he might have to investigate. Of course in Newport he was already in the game.
