The correct url was:

"http://www.chipguide.com/tcbuploads.php?image=/DelPark.jpg"

After the image uploads, you are taken to a page that shows the image. Underneath it you will find the url to use to display the image. If you forgot to copy it, just browse the database, click on your image and copy the url from the url line in your browser.
