2248 S. Cicero Ave is actually in the town of Cicero and not Chicago. Only two blocks west of the Chicago city line, but definetly in Cicero, IL.

Cicero has been known to have it's share of "vices". The town president Betty Lauren-Maltese was just sentenced to 8 years in prison for stealing from town funds. Some of which was gambled away at the Flamingo in Vegas. Some reports say she spent over 18 million dollars in a one year period. So an illegal club in Cicero would not be out of the question :-)
