You are correct that the Otrobanda Casino changed its name. Its called the Awasa Casino now. The Hotel is still called the Otrabanda Hotel and Casino.
The location wasnt the bad side of the bridge though, but rather the good side of the bridge if one had to call it one or the other. The moving pontoon bridge that connects the "Old City" of Punda with Willemstad is right there, but neither side of this bridge is much different as far as bad or good. Punda being a wonderful little area with street after street of little shops along with a cool open market where the locals pull up their boats and load their fresh fruits and vegatables onto the tables.
The waterfront area of Willemstad is just as nice, but doesnt have the quaintness of the little city of Punta. Its has many more of the older dutch style housze and alot of mansions in that area including that of the Royal family, Govenor and vaious other over paid people associated with the government.
You're absolutely right about the few tables they have not being open much. The roulette table is still only open at night. These chips are not very common. Tourism on the island isn't as it is on Aruba, and because the cruise ships are there when the tables at this place are closed it eliminates the hit and run chipper from having a chance.
Those that stay on the island at one of the resorts would have to rent a car and deal with the locals who typically dont speak English.
