To answer your question:

If you buy a current chip now, it will probably never go below its face value even after becoming obsolete unless the entire rack is made available to collectors after the chip becomes obsolete.

That does not seem to happen much in Nevada anymore, though California chips seem to pop on EBay in huge quantities. In Atlantic City it will never happen unless there is a change in the regulations/or laws.
