Here's a good Nevada I.D.

But what the heck is it??? grin The I.D. came back:
"TW"-Wayne McLeod, Carson City, NV 1946.
Okay history buffs, who was Wayne McLeod, what club did he own, and why did he pick the initials TW? I don't have any good leads.
