Web cannot be displayed could come from a number of things. You should start with the simple stuff, see if the system can find the site.

Go to a DOS prompt and type "ping www.thechipboard.com" and see if it 209.92.51.25. This will check a number of things:
- the DNS server (can it resolve thechipboard.com into an address)
- can it get a route to the board

If you can't ping the site, you have a problem with that you will need help from your ISP. They will probably have you change some settings in either your dial-up-networking or your TCP/IP settings.

Can you get email or to other sites?

I am not sure whether you are starting from a favtorite's link or typing the address directly into the site. (http://www.thechipboard.com) and see if that gets you there.
