Pete, it can not be a Nevada Law since the State Legislature is not in session at this time.
I doubt anything has been added to the gaming regs concerning chips. I think that is a little more lenghty and public process than we have seen so far.
That leaves a possible "Ruling" by the commission, IMO.

If such a ruling has been or will be made, the reason, IMO, would be casinos issuing chips limited to 50 and 75 pieces. There is no way an issue of those small quantities can be for gaming purposes.
