I think both variations belong in TCR.

If the two different .50¢ Caesars Palace color variations, as illustrated, were from Caesars Atlantic City, I too would assign them separate catalog numbers in my A.C. catalog. And if an Atlantic City chip collector discovered such a variation, he/she would probably insist upon a separate listing as well ... and many additional A.C. collectors would want to obtain a specimen for their collections.

At one time, I was accused of purposely not listing color variations that I did not personally have in my own collection. That is patently not true. What's the saying ... "damned if you do ... damned if you don't"
