The main reason a casino will make oversized Baccarat chips is to distinguish Baccarat play from other table game play. The cage needs to know where large cashouts are coming from. Casinos have vering amounts that the cage must call and verify a gaming win before they can cash a customer out. Big chips call the Baccarat pit!
Gaming regs say 43MM and up must be Baccarat chips and say Baccarat on them unless the commissioner approves otherwise.
The Palms just went through the process of having 44MM chips approved without the word Baccarat on them. They will be $100, $500, $1,000 and $5,000 NCV's that will be given to customers as Christmas gifts depending on their level of past play. They will be good for one bet on the tables. Several casinos have done this in the past. Caesars does it quite often.
Years ago (1980's) there were Poker Room chips in some casinos. They said poker room on them and could not be played in the pit or cashed at another casino like regular rack chips can.
