Is the color difference on your chips due to use, one seems to be in new condition and the other shows wear? If the color variation is due to wear, then there should not be counted as different.

Look at the 2nd issue Resorts $1 "dome" chips. The inlay was manufactured in a white color. Over time the inlay on these chips, even those without any use, yellowed. But they were only made in one color and only one type is recognized. The yellowed colored inlays are not considered as a different variety.

Both Caesars chips are in excellent condition, one is new and the other is slightly used. I think that the color variation is due to differences in manufacturing for the orginal rack and then for a refill. We see this all the time. What if the difference on the refill was that the "$1" was of a different size or in a slightly different location? Would that qualify as a different variation?
