I have been doing Ebay for more than 5 years now and I still battle with that question. I have found that if you give them a negative you will more than likely receive one back. I think the best thing to do is to file a non-payment bidder on them so your ebay fees to be returned. If a bidder does this 2 or 3 times they are suspended with ebay and it's harder to get re-registered with them again. Good Luck!
