Peter and everyone else,
I have ran into this problem before and some of you may not believe Peter's story. I don't know Peter but I can tell you that this happened to someone I know and I was on the receiving end. I received a letter from my friends bank stating the same thing Peter is saying. I took this to my bank and the charges were reversed and the check cleared. My friend had plenty of money in his accout but there was an error in getting to it. The "Refer to Maker" means there is a problem and nothing more.
Peter, good luck, I know it wasn't easy for my friend to get everything cleared up.
