Need someone to translate a short email to a Buyer I had on Ebay... I couldn't ship item to Germany - and she doesn't understand English...

Long story on what happened, but I need her to understand that I am NOT taking negative action against her... and that I am sorry (wasn't a chip involved, but a lighter - and wasn't comfortable with USPS "hazardous/ flamable" requirements.

If anyone can help - or at least "proof" my attempt to explain if I use a translating program, I'd be VERY appreciate it you would email me.
