Subsection 12.060
Chips and tokens are solely representatives of value which evidence a debt owed to their custodian by the licensee that issued them and are not the property of anyone other than that licensee.
This regulation was written to satisy a Federal law that I haven't found yet, but I betya its there. At least we are sure the State of Nevada knows who the roulettes belong to.
I am satisifed you will find this regulation in all state regulations, that have a gaming commission.
This why you see the signs in Indian reservations. They are trying to obey the law. The signs are the same everywhere because it is a Federal Law.
If they want to have debt on some chips and not on others, so what.
I guess, when they don't want the debt they will call us and tell us they want their chips back. You roulette collectors will be in trouble because the casinos won't know what you paid. My guess is they will say "The custodian's of the Roulettes" was all playing 10 cent roulette.
