Don; There was such a committee appointed several years ago to develop a Universal Numbering System ... but not much collector or author enthusiasm for the idea was demonstrated and the project died on the vine. There were even a couple of public meetings held on this subject during two annual conventions that I am aware of which were lightly attended by probably less than a dozen participants.
