Hard Rock ... like Four Queens ... has had multiple designs on the final ballot for COTY. The vote gets split up too much among multiple nominees so that one chip does not get a majority of votes ... but several nice chips from the same property receive a considerable number of total points in 1st, 2nd, and 3rd place combined.

In other words, if Hard Rock or Four Queens only had one entry on the ballot, they probably would have won a couple of past COTY contests.
