For what it's worth, I don't think these are fantasy chips. Certainly obsolete, but to me, a fantasy chip is created for that express purpose, and I don't believe this chip was. There's a company's trademark on these chips, so whoever created them had to do so with Regency's permission, and I doubt they would have allowed that when they were producing their own chips for cash value.

So what's the best classification for chips that were created with the intention of being used, but never were?
