I notice a similiar sign at the Par-A-Dice casino a few weeks ago. I said something along the line of " Casino chips can not be used for purposes other than gaming on this ship". I'm reasonably certain that this sign is there to enforce the federal law against anyone other than the government from printing money. They don't want you to try to use the chips as money outside of the casino.
