Many casinos are concerned that someone will buy in for roulette chips at a small value and walk them off a table. Then return or have an agent (friend) come to the table and buy the same color for a higher value and add the roulette chips bought at the lesser value to the ones just bought, then cashing them back in for the higher value, thus making an instant profit.
