As far as I know, the only major WA city preventing casinos is Seattle, although I believe Tacoma has issued a moratorium on new casinos. There are casinos in many, many WA cities including Everett, Renton, Spokane, Auburn, Federal Way, Vancouver & Pasco to name a few.
