... "complete sets" (e.g., everything from a particular casino, everything related to a particular subject, all chips of an odd denomination, etc.) is a natural part of collecting (remember trying to get complete sets of trading cards?), at least for some people.
For example, I have every chip ever issued by Sonoma Joe's in Petaluma (fortunately, closed, so I don't have to worry about not being able to obtain a difficult new one). I also have every Year of the Dragon chip issued anywhere (at least as far as I have been able to determine). I am working (slowly) on obtaining all of the Virginia City, NV, chips.
I empathize (and sympathize) with collectors who are trying to maintain complete sets of whatever kind and while I agree that they are not "entitled" to obtain every chip in their particular "set", I understand why they would be upset if an otherwise complete set was "broken" as a result of market manipulation or other shenanigans (by casinos, dealers, individuals, whoever).
