When I signed up for the list it was my understanding that I could sell current chips to people not on the list for more than face value. (not that I have).

I suspect that Paul thought it was understood when he wrote "Please remember, by committing yourself to the list, you cannot sell any current chips for over face value.", that he was talking about sales to list members.

Thus his second post setting forth his own terms for sales to non-list members, was not inconsistent with the list policy.
