Paul will probably answer this but I don't see any change. The idea has always been that chips that are still currently available from the casino would be sold for face plus a buck to the other people on the list.
One of the things I like most about having this list is it helps bring back the friendship to the hobby. I've had friends that were not part of the chipping community pick up chips for me frequently. One just did on a recent cruise. Their motivation was doing a favor for a friend, not trying to make a couple of bucks at my expense. I think it makes the hobby better for all of us if we think of one another as friends rather than as sources of profit.
Just to be clear I'm not talking about new issue dealers that live in places where lots of chips are being issued. You can't expect them to spend long hours chasing around getting new chips without making a profit.
