I can say the I am seller on eBay and I know for a fact that PayPal policy does prohibate charge more to use PayPal than they do to use cash, for all U.S. transactions. I am not sure about their policy on International transactions though. My suggestion would be to threaten to report him to PayPal and see if he changes his mind.
