I just won a number of auctions from someone in Belgium. In his email, he wants me to pay the paypal fees:

"SUPPLEMENTS (not obliged)
Please add $5.00 if you send a money order or check (supplement of
shipping)
Please add $8.12 if you pay with Paypal (bankfee= 3.90% + $0.30)
(supplement of shipping)
Your choise"

Now it does say "not obliged" but has anyone been asked to pay these fees before?
