If that chip is legitimate, I would bet it is a rejected prototype. In making chips non-duplicative Manufacturers (prior to micro dots, etc) used 3 layers of protection: An original inlay, a mold design and inserts (the more inserts the more protection - hence the reason that higher denomination chips have the most inserts).
The DI chip has neither an inlay nor inserts. They would have to be nuts to use it.
Now, being a rejected prototype ain't bad either. I would wager that the LAS Vegas Club chip in the Hank Boss auction is a prototype. Come to think of it, I would guess that if all the one-of-a-kind Vegas chips were collected, half would be prototypes.
