I know it's a long shot. But I would consider sending an e-mail to PayPal expressing your dissatisfaction with their limited fraud protection, and directing them to the debate it has raised on this bulletin board. They might not care. Or they might think that it's not worth having a few hundred customers think they are a worthless waste of money.

Just a thought.
