I just had a sinister thought that I hope may not be true. First, are you sure the person you had the transaction with is the person that was selling the original chip(s) and not someone posing as that person? Second, are you sure that the PayPal account was that person and not someone else that was selling merchandise that they didn't have? Lastly, are you sure that you were actually submitting your credit card information to PayPal and not someone trying to harvest credit card information? In other words, has PayPal actually billed your card yet and have you seen the purchase on your credit card statement?

I have heard stories in the past of people trolling auctions and contacting unsucsessful bidders with fraudulant offers and scams to either get money or credit card information. Another reason I would notify my card issuer IMMEDIATELY. Good Luck, Hope it can be worked out.
