Personally, as far as I'm concerned on this subject, I like to know:

Is the chip available at the casino for face value?

If not, are there existing quantities of the chip which are being held back at the cage?

Is the chip redeemable at the casino for face value? (Not applicable in Atlantic City)

The answers to these three questions tell me everything I need to know on the subject. Apply any label you like to the status of the chips ("obsolete" being one possibility which may or may not be accurate vbg), the reality doesn't change.
