I will try to get a copy of the Federal Regs on chips and tokens. I would assume it was issued by the Treasury Dept. I do know they can not be used for currency. We can not accept them in our own gift shops. The Treasury Dept rules, in so many words, says they are I.O.U.'s not currency. IOU's remain the property of the issuer. I think.
