"When gaming became legalized in the state of Nevada in 1931, the fourth applicant in line for a gaming license in Clark County was P.J. Goumond of the Boulder Club. Ahead of him and first in line were Maymie Stocker and Joe Morgan, owners of the Northern Club. Maymie also was second in line because she owned half of the next gaming estblishment to be granted a license, the Las Vegas Club. Third in line would be P.J. Goumond, who wold receive a license for the Rainbow Club, which P.J. had built from the ground up and which would be famous for being the casino that had the first cooling system in Las Vegas. Than back in line went P.J., receiving the fourth gaming license issued in Clark County for the Boulder Club."
