Neither the Palms or the Hard Rock "P.T." chip was a "No Cash Value" chip. They were both "No value" chips, as they had no denomination stated. It's my understanding that Gaming has no interest in reviewing or approving No Value chip designs.

If Gaming Control they got involved in the Hard Rock chip distribution, it was probably for a procedural problem, not a chip approval consideration.
