I agree with you.

For those "altering chips", my ideas are along the line that one side of the chip can look OK (for display purposes) the other side of the chip must noticeable indicate, in a way that cannot be removed, that it is non-original.

For those selling "non-original" chips, full disclosure of the alteration is required.
