Damn Don, good eyes! As many times as I've sat at St. Jo and had those chips in my hands I never noticed that before. I have about 20 or so in my traders and sure enough, every single one is like that!
I doubt it took much "extra" work to fix the chips. Once they realized they had cut them for 4 inserts instead of 2 I'm sure it was not that big a task to make 2 of the inserts the original color.
I've noticed something similar on Bud Jones chips many times. In fact, all the Mohegan Sun roulettes are that way. When they are new you can't hardly see the inserts in them, but when the age the inserts get dirty at a slightly different rate than the rest of the chip and they begin to show up.
