You get Win chips by visiting the promotions booth and signing up for a slot card. Casinos which have this promotion will give you a form which you take to the cage where they give you some special chips ($15 worth of chips for $10) which you can then gamble on the tables (or keep). They also give you some cards with really basic instructions for playing some of the table games.

These chips carry a bit of a premium for collectors because you can only get them periodically (once every 6 months or so).
