FYC is Fargo Youth Club. The chips were being used at Buck's Borrowed Roadhouse when I was there about 2 years ago. May have been used elsewhere also as some charities operate at more than one restaurant / bar. You can get a list of the licensed charities on the North Dakota state web site. I do not have the link right now.
