Michael, I'm only a buyer not a seller be. I have bought items from you and NEVER had a problem, in fact in all of my e-bay transactions I NEVER have had a purchase not arrive, be it some took as long as six weeks to arrive.
But, I'm a big boy and I tend to make my own choice about insurance - I do not like a seller forcing me to buy insurance.
I read the "after purchase cost" before I make any bids so I can calculate my end cost and then make my bids based on that. If I did not purchase insurance, then that is my fault not the sellers and I would not go back to the seller asking for a refund it's not the sellers fault.
It's outstanding of you to make a refund, but I personally do not think you have to. Would you make a refund if it cost over $100.00(?), I think it may be bad policy to continue making refunds.
On the other hand I hate paying for insurance and when it arrives it is NOT insured, last time I buy from that seller.
