...had me baffled!
I had 5 Valley 3-1/2 X 7 coin-ops in my billiards lounge, four teams playing in local 8-ball leagues, and I don't recall ever hearing of VNEA. Either the VNEA was formed after 1985, or Valley didn't have a way to let folks know of the association if they didn't buy the tables new.
I bought the tables from a local coin-op route company. The tables were used, but not beat up, all had brand new felt, no funny rolls, and I got 'em for $500 a piece for letting them put their jukebox in the place with a 50-50 split on the coin in on it. ...couldn't beat that deal!!!
