I am hoping the attorney's in the hobby (PETE? TRAV?) might do a little pro bono research for you and assist you in this. Frankly I am surprised it hasn't happened before now. Non-NV casinos (like Arizona) are a little paranoid and confused about chip collecting. (they are getting better! ) I know Bucky's was SURE I was "up to no good" in wanting to leave the casino with handfuls of chips... and still refuse to discuss my getting a full set of tourn. chips. Even slot cards can be difficult to get as they are certain one will use them fraudulently.
