Ebay does not permit credit card surcharges or charging Ebay fees to the buyer. However they do not prohibit "handling charges" so a seller can set a preset handling charge factoring in those expenses.

So this is not allowed
"Buyer to Pay shipping + Ebay fees + Paypal fees"

but the Seller could say
"Buyer to pay actual shipping plus $3 handling"
