Jim - Were the majority of the chips with the camouflaged drill holes (your investigation) all products of a prior request by someone having chips with holes?

In other words: Did persons with chips having drill holes come to (whomever) first and say please make my chip look better by filling in the drill hole... or were these drill holes filled with plastic on a whim?
